Walkie-Talkie is off by default in every organization. Turning it on is a single switch, but it's admin-only and there's a plan-tier prerequisite.
Requirements
Turn it on
The first time anyone loads the app after you enable it, the app seeds one built-in channel for your org: All hands. It is always visible and includes every active person in your organization. You don't create it and you don't delete it.
Verify it's working

What's on by default vs off

Record audio is on because most crews want a searchable radio log. Transcribe is off because speech-to-text has a per-minute cost and most orgs don't need transcripts. See Recording and Transcripts for the tradeoffs.
